the Maricopa County Board at the Central Arizona Project Susan Bitter Smith;
Arizona Department of Water Resources Director Herbert Guenther; Arizona State
University (ASU) Professor of Geography Pat Gober; and ASU Associate Professor
of History Paul Hirt. President of the Arizona School of Real Estate and
